The preliminary investigation determined that the driver and the victim were traveling eastbound on Northwest Highway when they lost control of their vehicle.
"Just watching everything catch. It was just slowly going from the third floor. We were watching it burn," said Malcolm Nelson.
The fire caused severe damage to the building, including a significant roof collapse.
Dallas Fire-Rescue said the American Red Cross has been contacted to assist at least 11 people.
Two of the children were seriously injured.
