Officials at the mill, some 70 miles north of Portland, said there were no major injuries and all employees have been accounted for.
Firefighters raced to contain a blaze at the Marathon Petroleum Refinery in Carson, the largest facility on the West Coast.
The explosion at Watson Grinding and Manufacturing was felt across the city around 4:30 a.m. local time.
A masked man spray painted over security cameras outside a bank in Tampa, before strapping a bomb to a drive-up ATM.
The civil protection agency in the Catalonia region called the blast a "chemical accident" and warned people in parts of the city of 800,000 and in nearby towns to refrain from going outside as a precaution.
Investigators are still trying to determine what caused the explosion at an aircraft manufacturing facility.
More than 120 firefighters were called in to battle flames that engulfed as many as four-row houses.
"All this material was in a huge ball in the stomach and some of it it looked like it had been there for some time," researchers said.
Residents around a facility in East Texas were evacuated after a massive blast, while in South Carolina people around another plant were warned to stay indoors.
