Why didn't CA laws to protect kids online prevent alleged 'Roblox kidnapping'?

At least two California laws designed to protect kids online are not working. In fact, they're not even being used. CBS News California investigates why and how a recent alleged kidnapping involving popular gaming platform Roblox might have been avoided if the laws were working the way they were supposed to.
