Pittsburgh police union won't negotiate with chief operating officer Lisa Frank over online comments

The head of the Pittsburgh police officers' union is telling Mayor Gainey that the union won't negotiate with his chief operating officer Lisa Frank after the discovery of posts she made on social media criticizing and calling for the defunding of police.
