Pennsylvania Gov. Josh Shapiro spoke publicly after Cody Balmer pleaded guilty to setting a fire at the governor's mansion in Harrisburg. The videos of the attack have been haunting him, he said.

Police said it happened at the Kipona Festival in Harrisburg on Labor Day.
