Pennsylvania Gov. Josh Shapiro spoke publicly after Cody Balmer pleaded guilty to setting a fire at the governor's mansion in Harrisburg. The videos of the attack have been haunting him, he said.
Three men were charged in connection with an arson and conspiracy investigation in Bucks County that led to a home going up in flames.
