The determination Thursday leaves county officials seven days to choose one of four options to fix the fiscal troubles.
Under the law, the governor had ten days to make a determination, but only took one.
Gov. Rick Snyder now has 10 days to consider the team's report.
"While county officials have taken some important steps in an effort to remedy the current crisis, the county continues to face significant financial difficulties that must be addressed now."
By law, the review will have to be completed within 30 days.
The move aims to reduce the county's underfunded pension liability.
