Texas Democrats return to Austin, one locked inside state Capitol after refusing police escort

Democratic Texas State Rep. Nicole Collier returned to the Capitol on Monday but says she remains locked inside the building because she wouldn't sign a permission slip to be under escort by the Texas Department of Public Safety.
